Abstract：ThepracticeofCounterpartAssistanceforHigherEducationInstitutionsrepresentsaninnovativemeasuretoaddresste challengesofunbalanceddevelopentingherducationandalleviatethegoveanceburdenassociatedwithitssale.Adheringtothe principleof"oepolicypruniversityprecisealignment"，theShoolofPhsicsandtheScholofMaterialsScienceandEngieringat CentralSouthUvesitylboatioihhlficalienedcholoatngUivesityave dual-drivestrategyfocusingonprofessonalanddisciplinarydevelopment.Thisaproachhasledtothereationandrefinmntofthe "29"modelfortrainingphsistalentsatniversitisinXinjiang.Tisodelasfacilitatedatransitionfromoeay"bloodransfusion"supporttodogenous"bloodaking"capacityevelopent，andfuthertosergistc"blood-activating"colboratiooge theinstitutiosaveestabsedane"ThComprehesieAsectEducatio"system，ntegating"artydingndiolcal liticaleducation-teachingandresearch－managementandservices"toempowertalentdevelopmentthroughmultipledimensios.Over fifteenyearsofounterpartasistancefroCentralSouthUnivesitytoinjangUniversitsScholofPhsicalSienceandchology programshavesinificantlyadvancedteigqualtevelopentofiovativephyisaenttraininginXijangTisinaieeplifies a new paradigm for higher education collaboration between central-western regions in China.
