Abstract:ThepracticeofCounterpartAssistanceforHigherEducationInstitutionsrepresentsaninnovativemeasuretoaddresste challengesofunbalanceddevelopentingherducationandalleviatethegoveanceburdenassociatedwithitssale.Adheringtothe principleof"oepolicypruniversityprecisealignment",theShoolofPhsicsandtheScholofMaterialsScienceandEngieringat CentralSouthUvesitylboatioihhlficalienedcholoatngUivesityave dual-drivestrategyfocusingonprofessonalanddisciplinarydevelopment.Thisaproachhasledtothereationandrefinmntofthe "29"modelfortrainingphsistalentsatniversitisinXinjiang.Tisodelasfacilitatedatransitionfromoeay"bloodransfusion"supporttodogenous"bloodaking"capacityevelopent,andfuthertosergistc"blood-activating"colboratiooge theinstitutiosaveestabsedane"ThComprehesieAsectEducatio"system,ntegating"artydingndiolcal liticaleducation-teachingandresearch-managementandservices"toempowertalentdevelopmentthroughmultipledimensios.Over fifteenyearsofounterpartasistancefroCentralSouthUnivesitytoinjangUniversitsScholofPhsicalSienceandchology programshavesinificantlyadvancedteigqualtevelopentofiovativephyisaenttraininginXijangTisinaieeplifies a new paradigm for higher education collaboration between central-western regions in China.
