Abstract：Againstthebackdropoftheimplementationofmajornationalstrategiessuchasthe"IntermetPlus"，"Madein China2025"，and"ArtificialInteligence"，andwiththebreakthroughdevelopmentinthecuting-edgefieldsofinformation technologysuchasintegratedcircuits，inteligentmanufacturing，andquantumcommunication，higherengineringeducatioin China，especiallythecultivationofprofesionaldegreemaster'spostgraduates，hasbeenpresentedwithmorechallngingnew requirements.Basedonafour-levelprogresiveandhierarchicalempowermentmodelforthecultivationofprofessionaldegree master'spostgraduates，thispaperproposesanewapproachtoenhancingthepracticalabilityofpostgraduatesthroughathreelayerintegrated talent cultivationprogramof"theory + practice + ability"，catalyzedbyan"1 + N"innovationand entrepreneurshipcompetitionsystemandguaranteedbyamulti-dimensionalpracticalabiltycultivationefectivenessevaluation mechanism.Theaimistobreaktheconstraintsoftraditionalengineeringtalentcultivationconceptsandthinkingpaterns， enhancethepracticalabiltyofmaster'spostgraduatesinintegratedcircuitenginering，andcontributetothelayoutand development of the chip industry.
