Obstaclesand Countermeasures for the Development of Rural Ice and Snow Sports Tourism Industry from the Perspective of New Quality Productivity

GAN Lin LIU Guanming Northeastern University， Shenyang， Liaoning Province，11O169 China [Abstract] The prosperityoftherural iceand snow sports tourism market andthe transformation oficeand snow resource endowments into economic development advantagesareof great significance for promoting the revitalizationof rural industriesinnorthemChina.Thisarticleanalyzestheconnotationofruraliceandsnowsports tourismfromtheperspective of new quality productivity.Itsummarizes the main obstacles to thecurent development ofrural iceand snow sports tourism ndustry from five dimensions： theresult ofsupplyand demand connection，the typesand qualies of elements， the circulation of elements and the interweaving degree oftheir combinations，industrial forms，and guarantee systems. Starting fromthecharacteristicsof innovationdriven，clustercollaboration，greenlow-carbon，andmarketsecurity，it proposes countermeasuresandsugestions forcreatingadigitaland intellgentoperation environment，forminganindustrial chain layout， protecting ice and snow ecological resources， and promoting various guarantee systems.
