Current Status and Policy Suggestions for the Standardized Management of Hazardous Waste in the End-of-Life Vehicle Collecting and Dismantling Industry

Abstract:Withtherapid growthofChina’sautomobileownership,the numberof end-of-lifevehicles continues to rise, whichdrivesthedevelopmentofthenationalend-of-lifevehiclecollectinganddismantling industry.Thisindustrynot onlyhelpspromoteresourcerecyclingand green transformation,butalso bringsseriouschalenges inthe managementof hazardous waste (suchaslead,mercury,admium,andhexavalentchromium).AlthoughChinahasestablishedarelatively complete system of laws,regulations,and standards to regulate polution preventionand management throughout the entire ndustryprocess,therearestillsome problemsinactualoperation,suchasprominent isuesof illgaldismantling, inconsistent environmental impactassessment standardsand local implementation scales fordismantling projects,nonstandardcolectionandstorageof hazardous waste,andinsufficient funding.Basedonthesurveyof typical enterprises in thePearl River Delta,theindustrymanagementexperiencearesummarized,andthemulti-dimensionalpolicysuggestions areputforwardfortheurentsatus.Overall,itisnecessarytoincreasetepunishmentforilgaldismantlingbehavior, improve polutioncontroland environmental impact assessment mechanisms,enhance the level ofcolletionand storage management,andestablishdiversified incentiveandfinancialsupportmechanisms.Withtheapproaching trendofscrappng newenergyvehicles,newhazardous wasteisueswillposechalenges totraditionalmanagementsystems.Thereisanurgent needto developtargeted management standards to ensure thesustainableand healthydevelopmentof China’sautomotive industry through high-level green governance.
