Abstract: Rural revitalization is a major strategy for addressing issues related to agriculture, rural areas, and rural people, and advancing the modernization of national governance in the new era, whose smooth implementation cannot be separated from solid legal safeguards. Adhering to a people-centered development stance and based on the realistic logic of rural social operation, Xi Jinping Thought on the Rule of Law serves as the theoretical foundation for this paper to conduct an in-depth analysis of the internal mechanism of rural revitalization from a legal perspective. Rural revitalization is not a simple economic structural adjustment or optimization of development methods, but a systematic reshaping with the extensive participation of farmers at its core. The effectiveness of this development practice lies in whether the rule of law can accurately respond to farmers' diverse rights and interests demands, and it also requires a stable rule system to lay a solid foundation for institutional trust. Meanwhile, we should coordinate the advancement of legislation, law enforcement, and judicial construction related to agriculture and rural areas, improve implementation efficiency, and build an all-chain legal safeguard system to create a stable and predictable external environment for rural revitalization. Guided by Xi Jinping Thought on the Rule of Law, integrating rural revitalization into the track of the rule of law is not only an inevitable requirement for promoting the modernization of grassroots governance, but also provides a solid guarantee for the comprehensive development of rural areas.
