Abstract: Rural primary-level governance is an important link in realizing rural revitalization and an inevitable requirement to meet farmers' needs for a better life. primary-level party organizations respond to the actual demands of rural areas in the process of structural embedding in rural governance, solve the "suspension" dilemma of primary-level governance, and achieve the practical goal of good rural governance. Taking H Village, Z City, Shandong Province as an example, we build an "embedded-response" analytical framework to systematically discuss the practical mechanism of primary-level party organizations leading rural governance. The effective path for party building to lead rural governance lies in transforming the political and organizational advantages of the party organization into governance effectiveness through a structural embedding method that combines organizational embedding, institutional embedding, value embedding and functional embedding, and effectively stimulating the endogenous power and development vitality of rural governance.
