共同富裕视角下政策主体的利益诉求及实现机制

——基于浙江省L县“花菇共富工坊”的微观分析

Abstract： Common prosperity is the essential feature of socialism with China characteristics and a realistic path to narrow the income gap and the urban-rural gap. The interest demands and realization mechanisms of common prosperity under specific policy scenarios embody the interest demands and policy transformation mechanisms of different entities participating in the policy process. Taking the "Huagu Common Prosperity Workshop" in L County， Zhejiang Province as an example， the government， as the policy maker， strengthens the policy guidance function， and at the same time plays the role of coordinator of factors such as financial support， technology to rural areas， and talent input， creating a good external environment for the development of the "Common Prosperity Workshop"; as operators of common prosperity industries， enterprises use the market benefit distribution mechanism to realize the growth of their own interests and farmers' participation and incentives; As the basis for common prosperity industries， villages realize the orderly flow of land and other elements through village collective organizations and provide necessary labor support for industrial development. In the process of building the "Common Prosperity Workshop"， the public interest connection between the government and enterprises， the element connection between enterprises and villages， and the policy connection between the government and villages have a superposition effect， which is the basis for building a cooperation mechanism between different entities.
