烟叶生产数字化治理的实践逻辑与运行机制

Abstract：Thedigital governanceoftobaccoproductionisanimportantpracticalpathforagricultural digital transformation.TakingthetobaccoindustryinFujianProvinceasacasestudy，thisresearchexaminesthe three-dimensional interaction mechanismof technological empowerment，subjectsynergy，andinstitutional inovation withinthecontextofagriculturaldigital transformation.Wesystematicallyconstructatheoretical framework fordigital governanceoftobaccoproduction，encompassing“technological embedding-relationalreconstruction-mechanism optimization”，whichreveals howdigital technologycandrivethetransformationof traditional agricultural’productionto modernizedgovernance byempowering subject synergyandthe innovationofsystemsupply.The study findsthatthe tobacco production sector inFujian Province has restructured the interactionamong tobaco enterprises，tobacco farmers， andtobaco technicians throughdigitaltechnology integration whileoptimizing assessment mechanismsand service systems toforma“consensus，co-construction，co-governance，and sharing”govermance pattern.Thisapproachachieveda synergisticenhancementof productioneficiency，technological level，andcomprehensive benefits.However，in practice， westillfaceproblemssuchasthelackof digitalliteracyofaging tobaccofarmersandproductionresourceconstraints caused by the evaluation mechanism.To addressthese challenges，this study recommends age-appropriate technological adaptations tolowertheoperation barriersandevaluation mechanismoptimization to enhancegrasroots productivity， thereby improving both governance effectiveness and sustainable development.
