Abstract：Asanimportant transportationinfrastructure inmodemtimes，railways haveuiquesocialfunctions inrespondingto publiccrises.Betwee1929and1931，Henanprovincesufferedfromseverenaturaldisastersandsocialorderwasonthebrinkof collpse.Inthisontext，teBeinngRilayctivelyparticipatedidisastereliefyrganingdisastervtistogoorthforland reclamationandtransportingdisasterreliefmaterials，buildingatwo-waytransportationchannelof"northgo，southreturn".This chanelnotonlyefectivelyaleviatesthepopulationpressureintheHenandisasterarea，butalsoprovideslaborforceforthedevelopmentf theNortheastborder.Atthesametime，therilwayalsoundertakesthetrasportationtaskofbasicdailynecesitiessuchas granandcotoncoing，nsuringthesuvialnedsofdisastervictis.Despitefacing multipleonstraintssuchstighttrasporta tioncapacityndplialtuoil，einglaystillveagditsaspoatiodanagsndaakylnis asterreliefsystemattattie.Tisreliefpracticenotonlyreflects tepublicvalueofrilwaysincisisrsponse，butalsoproides reference for railways to participate in disaster relief.，
