Fourth，createapartipatorygoveancemechanismivolvingallstakehodersLstly，eforceothintealandextealovesiht mechanisms.Thesestepswillhelpelevatethequalityofprivatehighereducationandmitigatetherigidityinitsgoverancetructure.
