Practical Challenges and Cause Analysis of the Group Building of “New Farmers” from the Perspective of Administrative Absorption of Services

Abstract：Drawingonthetheoryofadministrativeabsorptionofservices，thepaperexaminestherolesanddvelopmentbotlencksof the“newfarmers”groupinruralrevitaization.“Newfarmers”，notedformarketacumenandtechnicalexpertise，areakeydriverfural industryntegrationandresourcemobiltTakingNDistrict，Ningbo，asthease，tegroupisageconcentratedandhiglyucated， and policsupportspanssuply-side，demand-side，andenvironment-sideinstrumentsNevertheless，newfarmersconfrontthree predicaments：anexistencedilemmaofhighentrybarrersandweakcultivation，agrowthdilemmaofcost-resourcemismatch，andan identitydilemmaof insufcientorganization.Rootcauseslieinthemismatchbetweenpolicysupplyanddemand，amodel-farmer “Mathewefect"，andnarrowlyugedpicycacyItiscommendedtoefineurbanuralinteationmechanisms，oiiepublic services，and build a support system to retain new farmers and advance comprehensive rural revitalization.
