Abstract：GlobalcarbongovernancefirstenteredhumanityscolectiveagendaunderEurope’simpetus.Thedominantperspectives arerealism，lberalism，constructivismandidealism.Theimpactofotraditioalsecurityisusoneinteatioalpowerte： fromtheperspectiveofpoitics，carbongoverancepowerinvolvesnationalenergypolitical，andeconomicsecurity，makingsovereign dilemmasunavoidable.Aneconomicanalysisshowsthattheexteralconditionforagenerativecoperationmechanismisthedynamic evolutionofistitutions，agamebetweensingle-trackanddual-trackregies.TheEUandtheUSladthefirstier；Japan，theRepublic ofKoreaandotheradvancedconomies，longsideChinaIndiaandrazilaskeyemergingpoers，fothesecondtier;telinceof SmallIslandStatesndrSouthecousccuptetidtie;ussiaaddeEastefoilfuexporesostiutethfot tier.Actorsacrosstiersengageinintensecompetitionandstrategicgaming.Thecontemporaryworldsystemremainsastrongholdof realism，withostructivsobingtoatchitstoetcalgaps，iledealissteadilyaesudeteurrtparadigofiatial relations.
