Abstract：Zhejiang Province implement the"No.1 Project" of digital economy and the "5+5+N" industrial strategy of Wenzhou，financialmanagementprofessionalswithcompetencetoservethelocaleconomyaretrained.Thisprojectreferstothe icebergmodelofcompetencequalityproposedbyDavidMcLelandetal.Fromthefourdimensionsofknowledge，skils，abilities andvalues，itproposestheinnovativemodelof"three-way，six-doubleandone-integration"ofproductionandeducation integrationforfinancialmanagementprofessonalsunderthebackgroundofnewliberalarts，namelytheeducationmodel of"three-waycollboration"amonguniversities，enterprisesandaccounting firms，"sixdouble"commondevelopmentstrategy of"doubleformulation，doubletutor，doubleplatform，doublemanagement，doublepositionanddoubleinsurance"，andiovative measures such as "one integration" for post course competition certificate.
