Evaluation and Development Pathways of China's Urban Digital Transformation

Abstract： In thedigital era，China's urbandigital transformation has progressed rapidly but lacks a scientific evaluation system.This study constructs an evaluation index system covering technology，business，and management. Using the threshold method and entropy weight method，36 typical cities were assessed.Results show significant development disparitiesamongcities，andfive typical paths wereidentified： technology-driven，digital infrastructuredriven，data element-driven，business application-driven，and innovation-driven. Cities are advised to choose differentiated paths based on their advantages，consolidating digital foundations，strengthening scenario applications， and promoting institutional innovation for all-around digital transformation.
