Research and Practice on the New Model of Four Wheel Drive Anti Fraud Governance

Abstract： This study investigates the innovative "multi-party linkage，cooperative win-win" four-wheel drive anti fraud governance model developed by China Mobile Fujian Company to address telecommunications network fraudissues.This modelcovers fourcore components： the Anti FraudEcologicalAlliance，the AntiFraud Governance "Neighbor"Model，the AntiFraud Risk Preventionand Control Platform，and the Anti FraudRisk LinkageSystem. Through innovative ideas，systems，models，andsupervision，this model has successfully promoted the transformation of anti fraud work from passive response to active prevention，and from static management to dynamic prevention and control. Since its implementationin Xiamen in March2O20，this governance model has achieved significantresults，not onlysignificantlyreducing the numberof publicsecuritycasesand fraudreports，but also efectively cracking down on the criminalbehavior offraudsters.Inaddition，this model also emphasizes the organic combination of online and ofline promotion，enhancing the breadthand depthofantifraud propaganda，further strengthening therelationship between grasroots "police，enterprises，and the public"，and building anewanti fraud pattern of "everyone+the whole network".This model has won multiple awards and received extensive coverage from multiple media outlets due to its outstanding practicalachievements. China Mobile Fujian Company is therefore highly respected and regarded as a model for fulfilling the responsibility of "source governance".
