Abstract： Data，as a new factor of production，has driven new changes in global economic relations and production methods，becoming thecore driverof global economic development and pushing humanityinto the digital age.Data governance has also become a new arena for sovereign states to compete for discourse power. Constructing adiscourse power thatis commensurate with thedevelopment level of China's digital economy is necessaryto break the Western countries' "data discourse hegemony"，safeguard China's national rights and interests，and promotethe diversified development of global data governance entities.To acelerate the construction of China's discourse power in data governance，we must take the path of enhancing the level of digital economy development，improving data governance legislation， and deeply participating in global data governance.
