Abstract：Withthecontiuousexpansionthemarketscalefreshagriculturalproductsintheupgradingresidents' consumptiontheimprovementfoodsafetyawareness，theimportancethedevelopmentcoldchain logistics fresh agriculturalproductshasbecomeincreasinglyprominent.Topromotethesustainabledevelopmentcoldchainlogisticsfresh agriculturalproducts，throughliteratureresearchexpertinterviews，15influencingfactorsafectingthedevelopmentcold chainlogisticsfreshagriculturalproductshavebeensummarized.TheDEMATEL-ISMmodel isusedtoanalyzethemutual influencerelationshipsamongfactorsfromfiveaspects：coldchaintransportationcapacityinfrastructureconstructionlevel， informationmanagementeficiencytechnologyapplicationinnovationabilityeconomicexternalsupportfactors.The researchresultsshowthattheinfluencingfactorsconcerningthedevelopmentcoldchainlogisticsfreshagriculturalproducts aredividedintourlayers.Thepolicysupportintensitythepenetrationrateinteligentequipmentarethefundamental factors，whilethelogisticsoperationcost，thecostcoldchainbreakagethequalitytransportationservicesarethesupeficial directfactorsBasedontheanalysisresults，developmentcountermeasuresareproposed，aiming toprovide decision-makingreferences forthe development cold chain logistics fresh agricultural products.
