商业银行医疗供应链金融产品设计研究

Abstract： Healthcaresuplychain financeconfrontspracticalchalenges inproductdesignandriskcontrolunderthedual constraintsofstringentregulatorypoliciesanduniqueindustrycharacteristicsAimingtoresolvetheincompatibilityoftraditional supplychain financeinstrumentswithhealthcarescenarios，thispaperadoptsanaproach integrating groundedtheoryandpolicy textanalysis.Through in-depthinterviewswith25commercialbanksandhealthcareenterprises，coupledwithpolicytextmining spaning10years（between2015and2024），thepaperidentifiesdiferentiateddesignpathwaysforhealthcaresuplychain financeproducts.Atri-levelpolicycodingframeworkisconstructedencompasinginstitutionalconstraints，technologicalepoerment，andregulatoryrisks-proposinginnovativedesignelementssuchasdynamicloan-to-valueratioadjustments，medical equipment data pledging，and compliance data interfaces. Leveraging "Internet + Healthcare" policies and DRG reform trajectories， thearticlevalidatesa dynamicalignmentmechanismbetwenproductdesignandpolicyenvironments，therebyestablishinga hybrid-methods research paradigm for healthcare supply chain finance innovation.
