Evolution of Prepackaged Food Labeling Regulations and Complaint Risk Analysis

Abstract: Prepackaged food labels serve as a critical medium for consumers to access food information, with compliance directly impacting market order and public health.This study examines the evolution of China's regulatory system for prepackaged food labels based on GB7718—20l1 and the change direction of its new version in 2025,analyzes core compliance disputes (such as ingredient labeling,nutrient claims,digital label compliance), and proposes corporate strategies in response to trends such as frequent professional complaints and diversified consumption scenarios.The analysis shows that label regulation is transitioning from“information completeness”to ‘information efectiveness”,withcomplaint risksfocusing ontechnicalflaws (suchas data logicconflicts,misleading claims); enterprises must build a ful-chain compliance system through dynamic regulatory tracking,supply chain collaboration, and digital label integration to address regulatory challenges in emerging businesscontexts.
