Abstract：Sincethe19thCPCNationalCongressproposedtoimplementtheRuralRevitalizationStrategy，thecoordinated revitalizationofindustryandecologyhasbecomeagoalanddirectionactivelyexploredbyvariousplaces.Inthecontextof promotingthemodernizationofgovermancesystemsandgovernancecapabitiesandruralrevitalizationstrategies，theweak endogenousdevelopmentofruralareashasmadeagovemancepaterninwhichmultipleentiespartcipateinruralrevitalization imminent，butitalsofacesmanyproblems.Especiallinborderethnicareas，theresistancetothecordinatedrevitalizationof "Industry-Ecology"isgreater.TakingtheborderareasofGuangxiastheresearchobject，theSFICmodelisusedtoanalyzethe practicaldilemmaofmultipleeitiesparticipatinginthecoordinatedrevitalizationof"Industry-Ecology"Basedonthis，the realizationpathsareproposedtomakeupforinitialdefects，catalyzeefectiveleadership，improveinstitutionaldesign，and improvethecollborativeprocess，inordertoprovidereferenceandideasforcollborativegovernanceofruralrevitalizationin the same type of areas.
