Abstract：Againstthebackdropoftherapiddevelopmentofnewqualityproductiveforces，promotingtheupgradingand transformationofruralcharacteristicindustriesisthekeytoassistingtheprocssofagriculturalmodernizationandachievigthe strategicgoalsofruralrevitalization.Asanimportantcommercialgrainsupplybaseandcharacteristicagriculturalproduct producingareainChina，JilinProvincenotonlyhasuniquenaturalresourceadvantages，butalsofacesmanychallngesof transformationanddevelopment.Basedonthetheoreticalframeworkofnewqualityproductivitycombinedwiththeresource characteristicsofJilinProvince，throughcaseanalysisandempiricalresearch，thispaperrevealsthemechanismof newquality productivityincoldandblacksoilareas，andanalyzescoreissessuchasinsuficientapplicationoftechnologyandfaultsinthe industrialchain.Theinnovationoftheresearchliesinbuildingacolaborativeevaluationsystemof"Resourcs-Technology Institutions"incoldandblacksoilareas，andproposingtargetedstrategiessuchastechnologyempowermentandindustrialhain reconstructiontoprovidetheoreticalsupportandpracticalreferenceforagriculturaltransformationincoldandblacksoilareas.
