人才柔性援疆工作机制完善措施研究

——以新疆维吾尔自治区农业科学院为例

Abstract:ThisstudyaimstosummarizethepracticesandachievementsoftheXinjiangAcademyofAgriculturalSciencesin flexiblyintroducinghigh-leveltalentssince2O22,providingreferencesandguidanceforagriculturalresearchinstitutionsto flexiblyintroducehigh-leveltalentsandenhancescientificandtechnologicalinnovation.Bycombiningonsiteinvestigations, interviews,andsymposiums,thisstudyanalyzesthecurrentsituationexistingproblems,ndreasonsfortheflexibleintroduction ofhigh-leveltalentsintheXinjangAcadeyofAgriculturalSciences.Italsoproposessuggestionsforinnovationinthefleible introductionoftalentsfromaspectssuchastop-levelplaning,workingmechanisms,exchangevisis,co-constructionofplatfors, assessmentandevaluation,policyappication,andmanagementservicesCurently,64expertshavebnflexiblyintroduced.A deepcooperationhasbeenestablishedwiththe ShandongAcademyofAgriculturalSciences,with6expertsbeingdispatchedto theXinjiangAcademyforatwo-yeartenure,exploringanewintegrateddevelopmentmechanismof"cluster-style"assistancein thefieldofagriculturalscienceandtechnology.Bycombiningthecharacteristicsofdisciplines,flexiblyintroducinghigh-level talents,ndstrengtheningasessentandevaluationaswellasmanagementservices,thehighqualityevelopmentofagicultural science and technology can be effectively promoted.
