Abstract：Undertheglobal energyshortageandenvironmentalpressure，theenergymanagementissuesofpublicinstitutions arebecoming increasingly prominent.Howto effectivelycontroland reduceenergycosts has becomeakey issue that urgentlyneeds tobeaddressdforhighenergyconsuming unitssuchas hospitals，universities，and governmentagencies. Theimplementationmethods of energycost custody models forpublic institutions areexplored，theenergy management isuesandneedsoftheseunitsareanalyzed，andthepracticalandfeasiblesolutionsareproposedTheresearchesultshave theoreticalandpracticalsignificancefortheinnovationofenergymanagementinpublic institutions，whichcanhelpreduce costs and promote sustainable development.
