Research on Self-Monitoring and Inspection of Pollutant Discharge Units Based on Conventional Manual Monitoring of Exhaust Gas

Abstract：Self-monitoring isalegalobligationthatpolutantdischargeunitsmust fulfillandanimportant guarantee for theimplementationofthepolutantdischarge permit system.Basedonconventional manual monitoringof exhaust gas，the maincontentsoftheself-monitoringand inspectionsystemforpollutantdischargeunitsarediscussed，theproblemsare pointedout intheself-monitoring process，andfinally thecountermeasuresare proposed.Therearethree prominent issues intheself-monitoringprocess，namelytheinconsistencybetweenthepolltantdischargepermitandtheemisionstandards， thelackofstandardizedwork，andtheuntimelydisclosureof information.Itisnecessarytoreplacethepolltantdischarge permit inatimely manner，crack downonthe falsificationof monitoringdata，strengthen learningand training，enhance publicityandeducation，soas toeffctivelyimprove theself-monitoringand inspectionlevelofpollutantdischargeunits.
