Abstract: Inorderto explore the colaborative development path between resource development and environmental protectionunder thedualcarbon target,analyzethecurrntcontradictionbetweenresourcedevelopmentand environmental protection.Analysissuggests thatinsuffcientpolicycoordination,lagginggreentechnologyinnovation,weakenvirotal awarenessamong enterprises,andinefectiveregulatoryenforcementhaveledtoadisconnectbetweenresourcedevelopment and environmental protection.Therefore,it isrecommended toadopt measuressuch as establishing apolicydynamic evaluation system,increasing investment in green technologyresearch anddevelopment,enhancing corporate social responsibilityawarenessandincreasingpunishmentforillgalactivities,inorder topromotetheorganicunityofresource development and environmental protection and help achieve the dual carbon goals.
