Abstract: Intheera ofpan-intellectual property (IP),building urban IPhas becomeaneffctive means toenhanceacitysvalue.Byanalyzing thecurrentstateofChaozhousurbanIPdevelopment,itisevidentthatChaozhouhasestablishedasymbolicconsumptionsystdaversifdI.Howeelgspsistuchsiscntinteatooftesbic and limited brand reach of the IP. Urban IP constructs an IP cultural ecosystem centered around a city's cultural resources, serving as apowerfulmanifestationofthecreativetransformationandinnovativedevelopmentofexcellnt raditional Chineseculture.Fromthe perspectiveof"MassEntrepreneurshipandInnovation"(the"TwoInovations"),theconstructionofurbanIPcanemployamodeling aproach toproposeaframeworkforurbanIPdevelopment.StartingfromtheentirelifecycleofurbanIP,alifecyclemodelcanbeestablishedtohigoertioafotiooidtioeaspli vationperiodiodldspielyblb development of urban IP.
