Expression and Practice of the ‘Fengqiao Experience” in the context of the New Era

—A Case Study of Grassroots Governance in Guizhou Dong Zeyuan （GuiZhou University of Finance and Economics，Guiyang550025）

Abstract：Inthenewera，the“FengqiaoExperience”ofersa Chinese modelofsocialgovernance.Through“villagecompacts”and “mediationbylocalworthies”，itrenewsgrassrotsorder：its“threeup，three-dow”democraticprocessaligswiththemassline， generatingefectivenormsonseveralaspectsincludingmariageandproperty，whilebodiessuchasthe“LaoYang MediationCenter” resolvedisputesandsustainocialties.Guizou’sgrasrootsgveancecofrontshallngesotedinmountaouseticdivesity; traditionally，disputesovermarrage，propertyandpersonalijuryhavebeensettedthroughvillgecompactssuchas Xiangli Beiand mediationbyrespected“intermediaries”.Guizhounowintegratesthe“FengqiaoExperience”intoa“one-center，one-grid，tenhouseholdgovernancenetworkandhasenactedtheGuizhouProvincialRegulationsonDiversifiedDisputeResolution.Byintegrating multipleforcesandactivatingmodernvilageworthies，theprovincehasadvancedgrassrotsgovernancetowardlaw－based institutionalization，creatingamodelthatislocallgoundedandfuture-oriented，therebyoferingapracticalroutetomoerizing grassroots governance.
