Abstract：AsakeyregionforiceandsnowresourcesinNortheast China，Liaoning Province hasuniqueadvantagesinpolicysupport， public participation，andeventdevelopmentetc.，andalsoplaysanimportantoleinChina’swintersportsdevelopment.Tispapertakes thedevelopmentoficendsowsportseventsinLiaoningProvinceastheresearchobect.Troughtecombinationofiteratureaalysis andfeldreseachitstematicallsortsouitsdevelopntstatusandpolicvolutioidentifstenalancedlaoutoficedow venues，insusupplyofprofesaltlnts，weakpolicimpemtatiofive，dsingeetsucuddeeply analyzesitscausesandinfluencing mechanisms.Onthisbasis，thispaperproposeshighqualitydevelopmenttrategiessuchasotiiing theiceandsotaltringstempromotngteostructioofveusadfciacodngtaloditiosmprovieolicyimplementationanddepartmentalcoordinatiomechanism，andenrichingthetypesandhierachicalstructureofevents，iingtopro videpracticalreferenceforthesustainabledevelopmentoficeandsowsportseventsinLiaoning Provinceandeventhewholecoutryand the construction of building China into a country strong on sports.
