Abstract：Formalismisacomplexsociopoliticalphenomenonthathaslongplaguedgrasrotsgovernance，characterizedbydiverse andcomplextrigersandmanifestations.Asavariantofformalism，“digitalfmalism”exhiitsaseriesofnewchangesandcharacteristics inthedigitaltechologenviroent.Itsgenerativelgicstesfromfouraspects：theeplacementofdigitalontentbydiitalfounder thetargetreplacentectteviationofdiitalolicyiplemetationderteioalcoiceft，eerticalprsureaer underthe“administrativecoractingsstem”，andthealienationofpoliticalaccoutabilityApplyingthethryofcollboratiego ance，thispapidentifistecausesadsenceofte“digitalforalism”phenomenonandsuggstsstartingfroecoguringthework concept，adaptingteeqrementsofessentindexes，andstrengtening teconstraintmchanism，soastoshapethaeof benigninteractonetngheevelndrotsvetswitegetoetatofigitalioatiodatelyas the“degree” of digital governance.
