基于PMC指数模型的海南自贸港物流政策量化评价研究

Abstract： At present， Hainan Free Trade Port is in the preparation stage of customs closure， and its economic development has been seriously restricted by logistics factors. It is of great significance to study and optimize the logistics evaluation system of Hainan Free Trade Port from the policy level. Therefore，thispaper takes the logisticspolicy of Hainan Free Trade Port as the research object， adopts the text analysis method to quantify the logistics related policies from 2015 to 2024 and constructs the PMC evaluation model， and 1O representative policies issued by Hainan Province are selected as the sample ofquantitative evaluation. The evaluation results show that： First，Hainan Free Trade Port logistics policy text rating has 2 forgood，8 for the passing level.Second，the level of policy formulation is still in the primary stage and there isa large roomfor optimization. Third，the logistics industry of Hainan freetrade port is unbalanced. Therefore， this paper puts forward the following policy suggestions： The formulation of logisticspolicies in Hainan Free Trade Port should pay attention to theprediction and flexibility ofpolicies，improve thepolicy measures of logistics digitalization and green development， formulatepolicies and improve policyinnovationmeasures throughmultiple department coordination，and promote theindustrial cluster linkage through policy coordination mechanism.
