Abstract：Disastersoccurrandomlyanduncontrollbly.Timelyandefcientdistrbutionofreliefsuppliescanefectivelyreduce theharmandlosescaused.Intheearlystageofrescueoperations，theurgencyoftimeisthestrongest，makingitdifcultto obtainanexactdemandforrescuesuplies.However，inthelaterstageofrescueoperations，therequirementfortimelinessdecreases，andtheuncertaintyofmaterialdemandsweakens.Therefore，consideringthecharacteristicsofdiferentrescuestages，a robustoptimizationmodelbasedondeliverytimeanddeliverycostisestablished.Takingtheemergencyrescuecaseinacertain areaasanexample，theimprovedgeneticalgorithmisadoptedforsolution.Theresultsverifythatthemodelhascertainvalidity andcorectnesswithindiferentcontrolcoefientsanddisturbanceranges.Decision-makerscan formulateappropriaterescueplans at different rescue stages based on this model.
