Abstract: The vehicle industry is at a critical stage of deep reform,transformation and upgrading. The integration of electrification and intelligence has become an important direction forthe industry development. Toexplore the cooperative mechanism between new energy automakers and technology enterprises under the dual credit policy,the cross-border cooperative innovation behavior of the two types of enterprisesis studied based on the evolutionary game theory. Firstly,a payment matrix is established to analyze the cooperative innovation and R& Dbehavior of stakeholders.By analyzing the replication dynamic equation and evolutionary stability strategy, wecan get the dynamic influencing factors affecting the two kindsof enterprises‘cross-border cooperation R & D activities.Finally,numerical simulation is carried outtoverifythe theoretical research.The results show that the credit transactionprice,the technology spillover risksof enterprise-enterprise cross -border cooperation, the revenue partition coefficient,and the success rate of R & D will all have an impact on the cross-border R & Dof thenew energy vehicle industry.The research conclusion can provide decision support for the cross-boundary cooperation between automakers and technology enterprises.
