Abstract：Thispaper takeslocaluniversitiesinthewesternregionastheresearch objectand exploresthechanges （"changes"）andconstantfactors（"constants"）inbilingualteachingduringtheprocessofcultivatingoutstandingengineers. Researchshowsthatwiththeintensificationofthedemandofengineringeducationandintemationalizededucationforcompound engineringandtechnicaltalentswithinternationalvisionandcross-languagecommunicationandleaingability，thereformof bilingualteachingisofgreatvalueandsignificanceinservingthelocaleconomyandreinforcingtheengineringpracticeability ofengineersofexcellence.Intheprocessofproposingteachingreforms，collgesanduniversitisshouldclarifytepositioningof theschoolandtheobjectivesoftalentcultivation，comprehensivelybalancethecoordinatedrelationshipbetweenthe"change" quantity and the "constant" quantity，and actively adapt to the changes.
