Abstract：Inthestrategiccontextofcomprehensivelypromotingruralrevitalization，therationaluseofruralwasteland resourceshasbecomeakeyfactorinsustainableruraldevelopment.ThispapertakesTownW，atypicaltownshipinnorthwest China，astheresearchobject，focusingonthecomprehensiveutilizationofwasteland.Throughon-siteresearch，multi-subject interviewsandcaseanalysis，thispapersystematicallinspectsthelandutilizationsituationoffourcoregroups，ie.traditional farmers，transtionalfamers，ologicalonsevationcommisionrsandindustrialmanagementntitis.Tus，tisaperropossa hierarchicalmanagementstrategy，commitedtosolvingtheproblemofabandonmentwith"landactivation”asaconnection，and coordinatingmultiplegoalsofpolicyadaptabilityecologicalcarryingcapacityandeconomicbenefits，soastoprovidetheoretical referenceandpracticalpathsfortheoptimalutlizationoflandresourcesintheecologicallyfragileareasofnorthwestChinain the context of rural revitalization.
