Abstract：Seedsarethe"chips"ofagriculture，andimprovingthecomprehensivecapabilitiesof theseedindustryisthe fundamentalguaranteeforachievingastrongagriculturalcountryAgainstthedualbackgroundoftheinevitablerequirementsof therevitlizationoftheseedindustryandtheever-changingenvironment，itishighlycompatiblewithnewqualityproductive forcestoempowerthehigh-qualtydevelopmentofthesedindustry，anditisalsoarealistcchoicefornewqualityproductive forcestopromotethehigh-qualitydevelopmentoftheseedindustry.However，newqualityproductiveforcesempowershighqualityevelopmentofthesedindustryandfacesmanydificulties.Thispaperdeplyanalyzesthetheoreticalconnotationof newqualityproductiveforesandhigh-qalitydevelopmentofsedindustry，andcombinestheinteallogicbetwenthewo.It isconcludedthatinsuffientutlizaionofgermplasmresources，weakinnovationabilityofgrmplasmresources，andlowdegree ofintelectalpropertyprotectionarekeyfactorsthatrestrctthehigh-qualitydevelopmentofseedindustry.Thereforeitis necessarytooptimizethetransformationpathofagriculturalscientificandtechnologicalachievements，strengthenthesharingand utilizationmechanismofgermplasmresources，andimprovetheinnovationcapabilitiesofseedindustryreeding，soastopromote high-quality development of the seed industry.
