Abstract：Theesenceofnewrural talentpromoting theconstructionofarural governancecommunityis tolink the governmentandvilagersthroughthesocialcapitalandlocalauthorityofthenewruraltalent，soastoformacolaborative governancepathandconformwiththegoalofjointconstruction，co-govemanceandsharingoftheruralgoverancecommunity. Existingresearchhasfocusedonthefunctionalposioningandrolevalueofnewruraltalentinruralgovernance，butlacks systematicanalysisoftheirspecificoperatingpathsanddynamicinterpretationofinterallogic.Thispaperthustakesthe practiceoftheRuralTalentCounciloftheWuxingAncestralHallinVillgeGofMeizhouCityasanexample，todeeply deconstruct theentireprocessofnewruraltalentpromotingtheconstructionofaruralgovernancecommunity.Theresearch foundthat：ByleadingnewruraltalenttogathergovernanceconsensusthroughPartybuildinginthestart-upstage，strengthening diversifidcollaborationthroughpublicparticipationinthepromotionstage，realizingresourceintegrationthroughdecision transformationintheiplementationstage，andconsolidatinggovernanceefectivenessthroughpositivefeedbackinthefeedack stage，alosedlooofgoveancewillbecompletedgraduallinesofouptiationonsensusintegatiobatie operation and spiritual construction，soas to ultimatelyrealize the construction of a rural governance community.
