Abstract：Promotingtheincreaseof incomeforfarmersandherdsmeninborderethnicareasisaninevitablerequirementfor strengtheningborderconstruction，enhancingethnicunityandachievingcommonprosperty.Itisofgreatstrategicsignificancefor promotingcomprehensiverevitlizationofruralareasandacceleratingagriculturalandruralmodernization.Sincethe18thCPC NationalCongres，AliPrefecturehasachevedimporantrsultsinncreasingtheincomeoffarmersandrdsmentitislso facingcertainpressresandchalenges.BasedontheeconomicdevelopmentfoundationandregionalspecificitiesoftheAli Prefecture，topromotetheincreaseoffarmersandherdsmen'sincome，wemustaderetorelyonthenationalindustrialpolicy astheguide，withthe Tibetaidpolicyasthebasisandtheenhancementofthe"blood-making"functionasthedriving force， takingintoaccounttheindusrialfoundationofborderareas，resourceendowmentsandmarketconditions，andfocusingon enhancingpovertyaleviationforthepeople，improvingthequalityandeficiencyoffarmersandherdsmen'stransferemploment， consolidatingthefoundationforruralindustrialdevelopment，andimprovingthepolicysystemforstrengtheningtheborderand enrichingthepeople，thuscomprehensivelypromotingtheimprovementoftheguaranteemechanismforincome-increasingfactors and other aspects.
