Abstract:Ruralcustomsandregulationsplayavitalroleinpromotingthelegalizationofruralgovernance,maintainingrural socialorder,promotingassrotsutonomymprovingvilgers‘cultualliteacyandinheritingandevelopingtraditioalclture. PenglaiDistrictofYantaiCityisrichinresourcesforruralcustomsandregulations.However，duetofourdevelopment difcultes.thecontradictionbetweenstatepowerandruralendogenouspower，theconflictbetweetraditionalthinkingand modernvalues，thestructuraldislocationofadministrativegoveranceunitsandtraditionalacquaintancessociety'sgoverance scope，andthecontradictionbetweethehomogeneoussupplyofruralgovernanceprovisionsandthediferentiatedneedsofrural development，thispaperproposesbuildingagrasrootsgoverancemodel，toensureculturalrevitalizationandstableenvironment; beingguidedbythecoresocialistvalues，torebuildtheruralmoralsystem;strengtheningculturalidentity，toactivatethe endogenouspowerofruralculture;refiningthecontentofthearticlesandembedPenglaispecialtycultural genesandotherways, soas tosolvetheproblemandrealizethepromotionofruralcustomsandregulationsontherevitalizationofruralculture.
