Discussion on the Standardization of Budget Performance Indicators in Gansu Province in the NewEra

Abstract：Asan important criterion to measure the effectof theuseof budget funds，the standardizationof budget performance indicators is the basis and technical support for promoting the al-round implementationof budget performance management.TheCPC Central Commitee and the State Council have issued the Opinions onthe Allround Implementationof BudgetperformanceManagement.Forthe improvementof the standardssystemof budget performance，the Opinions clearly points out：“Financial departments at all levelsshould establish and improve the common performance indicator framework that combines quantitative and qualitative aspects，and the competent authorities of various industries should speedupthe constructionofcore performance indicators and standard systems respectivelyfordifferentindustries，feldsandlayers.”Theimportanceofstandardizingthesetingofbudgetperformance indicators in financial work isobvious.Combined with the actual situationof workandthedocuments issued by the central governmentand Gansu province forbudget performance，this paperdiscusses issues offour aspects：the problems existinginthesetingofbudgetperformanceindicators in Gansu，theconstructionof standardized settingof budget performanceindicators in Gansu，thedifculties instandardizing the setingofbudget performance indicators in Gansu， and the optimization countermeasures for standardized setting of budget performance indicators in Gansu.
