Exploration on the Construction of a Medical-prevention Integrated and Peace-emergency Transitional Prevention and Control System under the Dual-mode Operation Theory

Abstract: Currently, the world faces multiple challenges, including COVID-19 variants, seasonal influenza outbreaks, the spread of mosquito-borne diseases, and threats from emerging infectious diseases. As the primary frontline for treating infectious diseases, hospitals must balance epidemic prevention and control with high-quality development under the overarching context of deepening reforms in the healthcare system, posing significant challenges. Taking a Grade III Class A general hospital as an example, this paper explores the construction of a “medical-prevention integrated, peace-emergency transitional” prevention and control system based on the dual-mode operation theory. It proposes breaking the “eitheror” mindset and establishes a theoretical framework emphasizing dynamic equilibrium and flexible transitions. Through organizational design, resource resilience enhancement, and technology empowerment, the hospital aims to build a resilient system capable of efficiently serving daily operations while rapidly responding to crises. This approach effectively addresses public health emergencies and ensures sustainable high-quality development of the institution.
