Abstract:"Organizing thepeople"isafundamentalviewinMarxisttheoryofpolicalparties.Ruralprimary-levelParty organizationsarethecoreforceinimplementingtheruralrevitalizationstrategy,andthestrengthoftheirorganizationalcapacity isalwayscrucialtohePartysgoverningfoundationinthevastruralareas.AsasystematicsampleofPartybuilding workplans, thePartybuildingbrandmatrixformsa"technology-organization”transmisionpathwiththeorganizationalcapacityofrural primary-levelPartyorganzatios.Withitsharacterisicsofindivdualitycolaborationstandardizationadcomprehensis,t empowersruralprimary-levelPartyorganizationstocontinuouslyenancetheirappeal,implementationcapacitycoverageand servicecapacityHowever,therearestillmanyproblemsintheactualempowermentprocessItisnecessarytousetelawsof viewpointaggregation,factoralocation,activityplanningandinstitutionalrestrictionofthePartybuildingbrandatrixto sequentiallyenhanceorganizationalawareness,optimizeorganizationalstructure,inmovateorganizationalcariersandpurify organizationalatmosphere,soastofurtherimprovethequalityoftheconstructionofthePartysruralprimary-levelorganizations.
