Abstract：Comprehensivelypromotingruralrevitalizationisoneoftheimportantstrategictasksforcomprehensivelybuilding amodernsocialistcountryintheneweraandnew journey.Topromoteruralrevitalization，wemustgivefullplaytotheleading roleofprimary-levelPartybuilding.Thereasonisthatprimary-levelPartyuildinginthenewerahaspracticalignificaneuch asprovidingpoliticalguaranteeforruralrevitalization，gatheringtalentstrength，andbuildingaco-govemancepattem.Theeare intrinsicmechanismssuchaspracticalcouplingintrinsiccorelationndcertaintheoreticalsupportbetweenthetwo.Onheroad topractice，primary-levelPartybuildingintheneweraleadsruralrevitalization.Itisnecessarytostrengthentheconstructionof primary-levelPartyorganizationstopromotetherevitalztionofruralorganizations，promotethedeepintegrationofPartybuilding andbusinesstopromotetherevitalizationofruralindustries，andpaycloseatentiontotheconstructionofPartymembersto promote the revitalization of rural talents.
