Abstract：Comprehensivelydeepeningreformsisanimportant waytopromoteurban-rural integration，andisalsoan objectiverequirementforpromotingtherevitalizationofruralindustriesandhigh-qualitydevelopmentoftheuraleconomy.The ThirdPlenarySessionofthe2OthCPCCentralCommiteeproposedtocomprehensivelydepenruralreform，promoteagricultural modemization，andpromotehigh-qualitydevelopmentoftheruraleconomy.However，theruralindustrialstructureis unreasonable，thedevelopmentofNewQualityProductiveForceslagsbehind，therearemanyinstitutionalobstacles，andthe degreeofurban-ruralintegrationisrelativelylow.Thesehavebecomeimportantobstaclestothehigh-qualitydevelopmentofthe ruraleconomy.Tothisend，wemustusethespiritofthe ThirdPlenarySesionofthe2OthCPCCentralCommiteeasthe policybasisandcomprehensivelydeepenruralreformasthefocus，deepenthestructuralreformoftheagriculturalsupplyside， deepenthereformofkeyruralareas，guidetherationalflowofurbanandruralproductionfactors，andpromotethehigh-quality development of rural economy.
