Abstract：Asatypicalagro-pastoralenterprisesetlementinNorthwestChina，ShandanHorseFarmundertakesmultiple integratedfunctions，includingecologicalbarierprotection，high-qualityhorsebreeding，andmodernanimalhusbandry development.ThisstudytakesShandanHorseFarmastheresearchobjectandsystematicallanalyzesthechalengesinpublic servicefacilityallcationthroughfeldinvestigationsanddataanalysis.Innovativelyproposingaplanningstrategytermed"Layered Linkage + DynamicSupplementation"，theresearchconstructsatripartiteintegratedfacilitynetworkthatsynergizes"productionlife-ecology".Thefindingsemonstratetatdiferentiatedalocationstrategiessignificantlyenanceboththequalityoflifefor agro-pastoralenterpriseemployesandindustrialeficiency.Thisstudyprovidesareplicableframeworkforoptimizingpublic servicefacilitiesinsimilaragro-pastoralregions，oferingtheoreticalandpracticalinsightsforsustaiableruralrevitalization.
