Abstract：PeopleintraditionalChinesesocietyhaveastrong pursuitofresidentialstability.Inafixedregion，peoplesustainaliving forgenerationswithlitlechange，formingastrongsenseofhomelandatachmentandreluctancetorelocate.However，gasroots commoners，asthemostvulnerable group，areoftenrestrainedbystatepowerandhavetorelocatewhenthegovermentforcehemtodo so.Themigrationsubjectsaeqitedivere，coveringprisoners，thehomeless，toseaectedbydisasters，ighrankingoficials，and nobles：Iodertosuresmothelocationtegverentouldintroduceoespondngincentivepolcies，suchasnightodand andproperty，andexonerationAndthesameistrueforHexiimigrantsintheHanDynastyAsafrontierarea，Hexihadthemost garisonimmigrants，whoensuredthesecurityof thenorthwestemborderoftheHanDynastyThegradualdevelopmentandgrowing stabiltyofHexiregionwiesedmorespontaneousimmgrants，owereoriginallcalledas“guest”Throughthefortsofigants duringthe Western andEastern Han Dynasties，Hexiregion was fulldevelopedandbecamean important partofthe Han Dynasty.
