基于政策建模一致性 （PMC） 指数模型的中央一海南物流数字化政策比较研究

Abstract：SincetheimplementationplanofHainanProvince's"13thFive-YearPlan"developmentof modernlogisticsindustry wasputforwardthedevelopmentoflogisticsstillcannotmettheneedsofnterprisesandsociety.Itisof greatimportanceto studytheadvantagesanddisadvantagesofHainan'slogisticsdigitizationpolicyandcreateahealthyinstitutionalenviroentfor thelogisticsindustryoffreetradeports.Thispapertakes37logisticsindustrypoliciesissedbythecentralgovernmetand Hainanastheresearchobject，usestextanalysismethodtostudythepoliciesrelatedtothedigitaltransformationoftelogistics industry，andconstructsaPCevaluationindexmodel，including9first-levelindicatorsand44seond-levelindicators，nd conductsquantitativeanalysisandcomparativeresearchon6typicalpoliciesisuedbythecentralgovernmentandHainanand finallyobtainsthattheaverage PMC indexis7.22，ofwhichtherearetwopolicieswithexcellet，goodandpassng grades.The studydrawsconclusionsfromthreeaspects：Fromtheperspectiveofpolicyevaluation，Hainanandthecentral governmnthave thesamepolicyscorelevelonthesametheme，indicatingthat Hainanandthecentral govermmenthavemaintainedaconsistent levelofpolicyformulation.Fromtheperspectiveofpolicyrelationship，thecentralpolicyisthemacrogudanceofHainanslogisticsdigitlization，highlightingtheoverallandstrategic，andthepolicyissuedbyHinaniseoperationaltransfomatioofthe centralpolicywhichhaslocalpertinence.Finall，fromtheperspectiveofpolicyperfection，theHainanpolicyfulleflectsthe urgentneedfordigitalization，andthepolicyishighlyoperable，butthedisadvantageisthatthe Hainanpolicylacksastrongsupervision and supervision mechanism， which may affect the effective implementation of the policy.
