Abstract:Thisstudysystematicallyinvestigatestheinstitutionalbariersandpotentialsolutionstothetransformationofjobrelatedscientificndtchologicalachievementsinhinaadoptingtheperspectiveofisitutioallogicsandctoriteractiose researchfindsthatstructuralconflictsamongadministrativelogic,marketlogic,andacademiclogicconstitutethekeyreasons plungingthetransformationprocessintoasystemicdilemmacharacterizedbyactorsbeingunwilingunable,andhesitantto transform".Furthermore,themisalignmentofobjectivesamongkeystakeholders-includingresearchers,universitis/research instiutionsenterprises,andthegovemmentfurtherexacerbatesresistancetotransfomationToadresseseissuesthestudy proposestheoreticalpathwayssuchasconstructinganinstitutionalsystemadaptivetothenedsofpropertyrightsincentivesand faulttolerance,anddevelopingspecializednetworksoftechnologytransfermanagers.Thesemeasuresaimtoreconstructthe institutionalframeworkandfostercollborativeinteractionsmongtheators.Comparedtotraditionalcaseanalysisapproachs,this studyconstructsacomprehensiveanalyticalframeworkintegratigtheualdimensiosof"instutiosactors,"providingeetical supportfordeepeningreformsofthescienceandtechnologyinnovationsystemunderthecurentcontextofdevelopingnewquality productive forces.
