Revision and Validationof the Rule of Law Thinking Scale forGrassroots Leaders in the New Era

Abstract：Theabilityof grass-rootsleaders and cadres to make gooduseof theruleoflaw determines the progress，quality and effectivenessof theconstructionof China under thelruleoflaw.Based onthe core conceptual analytic framework of rule of law thinking，this paper revises the existing Rule of Law Thinking Scale for Grassroots Leadership Cadres in conjunction withithe processual structure of rule of law thinking， andexamines the measurement properties of the revised version of the scale.The scale was revised from the original2modules，4dimensions and 16 entries tothree modules of theoretical cognitionof ruleof law thinking，value orientation of ruleoflaw thinking，and practical decision-making of ruleof law thinking， and sixdimensionsofcognitiveviewoflegal norms，cognitiveviewoflegal principles，orientedviewoflegal awareness，leading viewof the spirit of thelaw，practical view of legal norms，practicalview of legal principles，andatotalof21entries.Statistical tests showthat therevised scale has goodreliability and validity，which facilitates its use for large-scaleindividual ormixed measurement of the real situation and development of rule of law thinking of grassroots leading cadres in China.
