Abstract：The part of social constructionwas transferred toanother part of CPC's 20th Delegation Congress Reportasapart oftheover-all frameworkof Socialismwith Chinese Characteristics，thus“strengthenand innovatesocial governance"was put under the11th partofthe Congress report.Thisarticleaimsat the microsubjectofindividualinterestofcontemporary China'ssocial governanceand further focus onthegovernance problems of China’ssocial transformation andtheinfluenceof individualism.Inthefirstpart the theoreticalinnovationofmodernizationof nationalsecuritywasemphasized;Forthesecondpartthedifferent governanceunitsandtraditionsofChina andtheWestwerecomparedfromthesightofhistoricalandinstitutional evolution;And inthe third part the meaning of the process of social individualizationwas analyzed in the contextofconceptual historyand Luxun'searlyessayaboutthe modernizationofethics;Last but notleast，it 's emphasized that the key point of good governance means to foster the awareness of self-discipline of modern citizens.
