Abstract：New-qualityentrepreneurs constitutethecoreelement of newqualityproductive forces and serve astheprimarydriving forcebehindtheir development.Theyareentrepreneurs characterized by“commitment tothe nation，drive for innovation，adept corporate governance，dedication to enterprise prosperity，and integrity.”Furthermore，theyembody thequalitiesof“patriotism，innovativeness，integrity，socialresponsibility，and aiglobal perspective.”Guided by General Secretary Xi Jinping's important discourses on promotingthe spiritofentrepreneurship，developing newqualityproductiveforces，andupholdingand implementing the“Two Unwaverings”policy（unswervingly consolidating and developing the public sector and unswervinglyencouraging，supporting，andguidingthedevelopment of thenon-publicsector），thisresearchintegrates historical analysis，case studies，and comparative research methodologies to explore pathways for cultivating new-quality entrepreneurs.Through anexaminationof thehistoricalevolutionoftheentrepreneurialand managerial cohort，changesinthe professional manager system，andananalysisof Shenzhen'sentrepreneur cultivation initiatives，combined withdefining the essence of entrepreneurship and analyzing itsdevelopmentalstages，thisstudy proposes effective pathways for fostering the spirit ofinew-quality entrepreneurship.
